Are the New Millennium Learners Making the Grade?
OECD countries have undertaken significant investments to enhance the role of technology in education. What are the results of these investments? Is...technology investment in education fulfilling our expectations? PISA 2006 provides a wealth of comparative data to begin answering these questions, including evidence on the availability and use of technology and the actual benefits accruing from it. One of the most striking findings of this study is that the digital divide in education goes beyond the issue of access to technology. A new second form of digital divide has been identified: the one existing between those who have the right competencies to benefit from computer use, and those who do not. These competencies and skills are closely linked to the economic, cultural and social capital of the student. This finding has important implications for policy and practice. Governments should make an effort to clearly convey the message that computer use matters for the education of young people and do their best to engage teachers and schools in raising the frequency of computer use to a level that becomes relevant. If schools and teachers are really committed to the development of 21st century competencies, such an increase will happen naturally. And only in these circumstances will clear correlations between technology use and educational performance emerge.Published by OECD, 2010

Educational Research and Innovation Working Out Change: Systemic Innovation
What can education systems do to become more innovative? This book analyses systemic innovation in education by looking at the ways in which...educational systems encourage innovation, the knowledge base and processes used, and the procedures and criteria used to assess progress and evaluate outcomes. Digital Learning Resources as Systemic Innovation in the Nordic Countries
Technology is a key driver of educational innovation, and a variety of programmes focusing on investment in infrastructure, equipment, in-service...training and digital learning resources have been established to promote its usage in primary and secondary schools. So far, little comparative analytical attention has been devoted to understanding how digital resources improve the quality of learning and to assessing the public policies that support their development and use, and the role played by other stakeholders like publishers, broadcasting companies and increasingly user communities. This publication aims to fill that gap by both reviewing and evaluating the process of systemic innovation. Innovating to learn, learning to Inovate
OECD economies have experienced the transformation from their traditional industrial base to the knowledge era, in which learning and innovation are...central. Yet, many of today’s schools have not caught up: they continue to operate as they did in the earlier decades of the 20th century. How can learning within and outside schools be reconfigured in environments that foster the deeper knowledge and skills so crucial in the 21st century? To succeed in this is important not only for a successful economy, but also for effective cultural and social participation and for citizens to lead fulfilling lives. This book summarises and discusses key findings from the learning sciences, shedding light on the cognitive and social processes that can be used to redesign classrooms to make them highly effective learning environments. It explores concrete examples in OECD countries, from alternative schools to specific cases in Mexico, in which the actors are seeking to break the mould and realise the principles emerging from learning science research. The book also asks how these insights can inspire educational reform for the knowledge era, in which optimising learning is the driving aim and in which innovation is both the widespread catalyst of change and the defining result.
